Strategic Community Impact Plan

Public Safety Final Goals including all Strategies

Vision  – Public Safety: Our communities will be safe

Goal # 18 – Advance support for state-wide Emergency Medical Service Provider (EMS) initiated refusal of transportation to reduce the frequency of  non-emergency transports.    Strategies include:

  1. advocate for the adoption of EMS initiated Refusal of Transportation legislation;
  2. support liability reform to reduce wasteful use of emergency services.

Goal # 19 - Create a day reporting program providing structured supervision, treatment and skill development for individuals sentenced for non-violent crimes in lieu of incarceration.  Strategies include:

  1. research existing Day Reporting Program models for best practices;
  2. conduct an analysis of the Detention Center inmate population to determine the number of  inmates who would be eligible for and receive benefit from a Day Reporting Program;
  3. prepare a plan for implementation of a Day Reporting Program;
  4. conduct cost analysis of  implementing a Day Reporting Program versus continuing to incarcerate these offenders;
  5. solicit public and private support for Day Reporting program,;
  6. seek funding in the form of grants, private donations and public funds to implement a Day Reporting Program;
  7. prepare requests for proposals to solicit proposals and costs for implementing the Day Reporting Program;
  8. conduct a review of all submitted proposals and select the proposal that would best serve Washington County;
  9. implement the Day Reporting Program which would also reduce the cost to Washington County of the offender participating in the program versus incarceration.
